Accessibility Statement & Accommodations
Our Commitment to Inclusion
Debate Boston, a civic program administered by the Boston Rhetoric Association, is firmly dedicated to ensuring that digital content, educational materials, and in-person debate events are accessible to individuals with disabilities. We believe that public discourse, argumentation, and competitive or recreational speech should be welcoming, equitable, and barrier-free for all members of the Commonwealth of Massachusetts and visitors.
We actively engineer and audit our digital interfaces and physical event spaces in conformance with the highest accessibility standards, specifically aligning with Web Content Accessibility Guidelines (WCAG) 2.1 Level AA, the Americans with Disabilities Act (ADA) Title II Regulations (28 CFR Part 35 § 35.200), and Massachusetts State IT and Public Accommodation Laws.
Legal & Regulatory Framework
Debate Boston evaluates and benchmarks its digital and operational accessibility against the following statutory and regulatory requirements:
| Authority / Law | Scope & Applicability | Mandated Standard |
|---|---|---|
| ADA Title II (28 CFR Part 35 § 35.200) | Public entities, municipal partners, public schools (e.g. Boston Public Schools), libraries, and programs operating in conjunction with state or local government bodies. | Strict conformance with WCAG 2.1 Level AA technical specifications for all public web content, digital assets, and third-party event workflows. |
| Massachusetts General Laws c. 272, §§ 92A, 98, 98A | Massachusetts Public Accommodations Law. Prohibits discrimination against individuals with disabilities in places of education, recreation, and public assembly. | Full, equal, and non-discriminatory access to physical and virtual tournament spaces, speeches, debates, and judging systems. |
| Massachusetts General Laws c. 93, § 103 | Massachusetts Equal Rights Act. Secures equal rights and non-discrimination across contracts and programs within the Commonwealth. | Equal participation opportunities and prohibition of barriers affecting debaters, judges, or audience members with disabilities. |
| Mass. EOTSS Enterprise IT Policy | Massachusetts Executive Office of Technology Services & Security digital accessibility governance. | Adoption of WCAG 2.1 Level AA, requirement of an accessible feedback/accommodations mechanism, and alternative format fulfillment within 2 business days. |
Digital Accessibility Measures
We incorporate universal design principles and WCAG 2.1 Level AA technical criteria directly into our site architecture:
- Keyboard Operability & Focus Visibility (WCAG 2.1.1 & 2.4.7): Every interactive element (including navigation links, mobile drawers, and theme controls) is completely navigable using standard keyboard inputs (Tab, Shift+Tab, Enter, Space, Escape, and Arrow keys) with high-contrast visible focus outlines.
- Skip Navigation Mechanism (WCAG 2.4.1): A keyboard-accessible skip link allows users of screen readers and keyboard navigation to bypass repeated header blocks and jump directly to primary page content.
- Multiple High-Contrast Themes (WCAG 1.4.3 & 1.4.11): Users can choose between OLED (true black), Dark, and Light themes. All text and core user interface elements maintain verified contrast ratios of at least 4.5:1 for standard text and 3:1 for large text and boundaries.
- Semantic Landmarks & Structure (WCAG 1.3.1): Pages use HTML5 semantic landmarks (
<header>,<main>,<nav>) and hierarchical headings (<h1>to<h3>) to allow seamless navigation with assistive technologies such as NVDA, JAWS, and VoiceOver. - Respect for Reduced Motion (WCAG 2.2.2 & 2.3.3): Animations, smooth scrolling, and cascading transitions automatically disable or simplify when the user's system preferences specify
prefers-reduced-motion: reduce. - Readable Typography: Standardized, left-aligned typography prevents irregular word spacing ("rivers of whitespace") to support readers with dyslexia or cognitive conditions.
